Competency-based education

Also known as CBE, competency-based learning

Competency-based education is a model in which students earn credit or progress toward a degree by demonstrating mastery of defined skills and knowledge rather than by spending a fixed amount of time in class.

Western Governors University adopted the model at scale for online degrees when it launched programs in 1999. Students pay a flat rate for a six-month term and can complete as many competencies as they master during that period. Faculty roles are often unbundled: curriculum designers, mentors, and evaluators are separate positions. Prior learning or workplace experience can allow students to accelerate.

The approach contrasts with the traditional credit-hour system, which ties progress to seat time or calendar terms. Federal recognition of competency-based programs for student-aid purposes expanded in the 2010s, after WGU and a few other institutions had already operated under regional accreditation. Other providers later offered competency-based or prior-learning pathways, but WGU remains the largest fully competency-based university.

Example: a student who already knows introductory accounting from work experience can pass the competency assessment in the first week of a term, move immediately to the next course, and finish the degree in fewer terms (and at lower total cost) than a peer who needs the full instructional sequence.

Traditional online degrees still use credit hours and fixed course lengths even when delivery is asynchronous. A MOOC is usually a single open course without a full degree structure or formal competency mapping. Competency-based education is a progression model that can be delivered online; it is not synonymous with online delivery itself.
