It delivers all of its degree programs online using a competency-based model in which students progress by demonstrating mastery rather than by accumulating seat time in fixed terms. It has grown into one of the larger U.S. institutions by enrollment, serving students in all 50 states, and it is a central example of an alternative to the traditional credit-hour system.

The idea emerged from a 1995 meeting of the Western Governors' Association, where governors concerned about cost, time-to-degree, and access in large rural states committed seed funding. Their shared problem was structural: state universities were often far from the adults who most needed credentials, and traditional delivery did nothing for students who could not relocate. The governors' solution was a university without a campus at all. Articles of incorporation were signed in January 1997, and the university launched its first degree programs in 1999. It is accredited by the Northwest Commission on Colleges and Universities, a regional accreditor whose approval gave weight to its online, non-campus model.

The competency-based design is the university's defining feature. Students pay a flat rate per six-month term and can complete as many courses as they master during that period. There are no traditional lecture schedules. A nurse with years of clinical experience can test out of certain nursing courses by passing assessments, finish the remaining competencies in one or two terms, and graduate faster and at lower total cost than under a traditional credit-hour schedule. The flat-rate term structure rewards acceleration and penalizes no one, since a student who finishes early simply pays less in total.

Faculty roles at Western Governors are specialized. Some design curriculum, others mentor students one-on-one, and still others assess competencies. This unbundling of the teacher's role is unusual in American higher education, where a single instructor typically designs, teaches, and grades a course. The university instead treats curriculum design, student support, and assessment as separate functions, an arrangement that supports its scale and its promise that mentors are available to every student without the cost of a conventional faculty model.

Western Governors demonstrated that a fully online, competency-based, nonprofit university created by state governors could achieve regional accreditation and national scale. Its early years required patience, since its approach was unfamiliar to accreditors and to students raised on credit hours, but the model eventually became a reference point for institutions exploring alternatives to the traditional calendar. Its education college in particular grew with federal and state interest in alternative teacher preparation, and a health professions college was later named for co-founder Mike Leavitt, reflecting the university's focus on workforce-oriented fields where demonstrated competence matters directly. Competency-based options appeared at other providers as well, such as at Walden University, but Western Governors remains the largest fully competency-based university.

The contrast with peers clarifies its significance. The University of Phoenix is a for-profit institution that began with in-person evening classes and later scaled online using more conventional course structures. Most traditional universities measure progress by credit hours and calendar time. Western Governors was designed from the start as fully online and competency-based, a public-governor-backed nonprofit that proved the two ideas, internet delivery and mastery-based progress, could work together at national scale.
