Glossary/Yellow Ribbon program

Yellow Ribbon program

Yellow Ribbon program is a voluntary institutional agreement with the Department of Veterans Affairs that helps cover tuition and fee costs exceeding the Post-9/11 GI Bill annual cap at private institutions or for out-of-state charges at public institutions.

How it works

The institution sets its Yellow Ribbon contribution and the maximum number of students it will support. Eligible students are selected according to the school’s policy. Each term the school certifying official reports the Yellow Ribbon amount to the VA. The VA match is applied, and the student’s account is credited. Funds are limited to the academic year and the student’s remaining eligibility.

Example: a private online university’s tuition exceeds the GI Bill cap by $10,000. The school contributes $5,000 in Yellow Ribbon funds and the VA matches $5,000. The student’s tuition gap is covered for that year, provided the student remains eligible and enrolled in a participating program.

How it differs

The basic Post-9/11 GI Bill tuition payment is an entitlement up to the annual cap or in-state public charges. Yellow Ribbon is an optional institutional supplement. Institutional veteran scholarships are separate awards and do not trigger a VA match.

Common errors

Assuming every private or online institution participates in Yellow Ribbon. Expecting Yellow Ribbon funds to cover housing or books (they apply only to tuition and fees). Believing the benefit is available to all GI Bill programs rather than specifically to Post-9/11.
