Full-time equivalent is a single enrollment figure that combines full-time and part-time students into a comparable total.
How it is measured
Fall headcount method: full-time headcount + (part-time headcount × conversion factor). Instructional-activity method: total undergraduate credit hours ÷ 30 (or the appropriate divisor for the calendar system) for a 12-month period.
Example: an institution has 1,000 full-time and 600 part-time undergraduates in the fall. Using a one-third factor, FTE = 1,000 + (600 × 0.333) ≈ 1,200. The same institution’s 12-month instructional activity of 36,000 undergraduate credit hours yields an FTE of 36,000 ÷ 30 = 1,200 under the credit-hour method.
How it differs
Headcount counts each enrolled student once regardless of load. Full-time student is a binary status based on credit threshold. FTE adjusts for load so that an institution with many part-time students is not overstated relative to one with mostly full-time students.
Common errors
Treating FTE as a headcount of full-time students. Applying the undergraduate conversion factor to graduate students. Comparing an FTE calculated from fall headcount with one calculated from 12-month activity without noting the different bases.
