Directory information is the subset of student education-record data that an institution may disclose without the student’s prior written consent under FERPA.
How it works
The institution publishes its directory-information definition in the catalog or annual notice. Students who wish to restrict disclosure submit an opt-out request. Thereafter the registrar and other offices treat the student’s directory data as non-releasable. Requests from third parties for directory information on students who have not opted out may be fulfilled. Opt-out status remains in effect until the student rescinds it.
Example: an online student opts out of directory information. When an employer calls to confirm enrollment dates, the registrar declines to release the information. The student later provides a signed consent, and the confirmation is then released.
How it differs
Non-directory education records always require consent or an exception. Personally identifiable information is the broader category protected by FERPA. Enrollment verification is a specific document that may contain both directory and non-directory elements and therefore usually requires authorization.
Common errors
Assuming all student data are directory information. Releasing directory information for a student who has opted out. Treating an opt-out as permanent even after the student requests that it be lifted.
